You can't. Cheap is cheap for a reason. You get what you pay for. Buy cheap and all you get is fillers and oils that clog your pores and/or is bad for your skin.

Ebay. You can buy good, new quality make-up at cheap prices. Now, I am in love with wet-n-wild eyeshadow. It is true to color. I go to the department store and inquire about products, then I purchase it on ebay. Also, CVS usually has sales on make-up weekly. I stock up when I see it marked down. Target as well.
