Stay with the Developed countries and check out the doctor in your home nation. It's impossible to check the qualificaitions in the third world. I heard horror stories of mexican implants. I saw a picture of a former friends mother, yikes. There are also horror stories from Florida too. Vegas is a mix bag, and Los Angeles is relatively safe. This is partly due to how many procedure they do and the legal system of the area. You get what you pay for. I have't heard much in Europe, except their are reasons to go to France. ASk around and make sure you do your homework of who is a reliable doctor. It's not only surgery, but also an art. You can shove a plastic bag in a body, but can the doctor make it look natural. Remember Developed country are safer, because if a Doctor screws up, you can sue. The government has extra protection for the citezen.

Cosmetic is duty free and should be cheap enough but you need to have figure to compare India %26amp; S'pore. The cheaper type will be from Indonesia or the unknown brands, but good..... many at shopping centre for you to search.

I crashed the poor little bugger and need a new hood (least important for now, it's only bent a bit), front bumper, driver's side fender, and headlight/turn signal.
if I take this to a body shop it's gonna be like $3000, so i'm obviously not gonna go for that. but I love this little car and want to get it back into shape.
none of this is gonna affect the performance of the car so I'd rather just get the cheapest parts possible aka i don't care if the hood or bumper is unpainted and black or whatever the case may be.
also, i'm most likely going to try to install this all myself so also let me know how difficult it would be to install each part.

the same thing happened to me...
I went to a U-Pull-It auto wrecker and got the fender, hood, hood latch, radiator brackets, headlight, bumper cover, and all bolts/clips/etc for $120
you may need help with the hood but if you are careful you can do it yourself.
you need to take ratchets and sockets (10, 12, and 14mm), some extensions/u joints, and a phillips screwdriver and a prybar and hammer (just in case)
before you go make sure your radiator is not cracked and that the fans work. if your a/c condensor (the frontmost smaller radiator) is broken you will need to replace it and recharge the a/c (if you want to leave it broken the car will run fine) Look for a a donor car with original paint if possible. Pay attention to the gaps between body panels when installing the hood and fenders

Go to your local auto parts junkyard (pick and pull) and see if you can find your model to get any parts that may be available.
If your front bumper is plastic and only has a big dent or dimple on it, you can use a c-clamp and some wood to bend and push out the dimples back into normal shape.
If you don't find a driver's side fender, check ebay here:

Are cosmetic procedures cheaper at spas or dermatology offices?
They might be cheaper, but do you want to chance having something done at a spa?? I sure wouldn't. Spas are fine for massages, manicures and pedicures, but not cosmetic procedures. They get so little training you have no idea what you will end up with. Could be really bad.
So go to a board certified dermatologist or board certified plastic/cosmetic surgeon. If you want to IMPROVE your looks, why wouldn't you get the best?

Ulta is a store similar to Sephora but they also carry drugstore brands as well as high end brands. If you're looking for cheaper alternatives to high end cosmetics, you should really go by the product. Revlon and L'Oreal both have great foundations and eyeliners, Maybelline ad Cover Girl have great eyeshadows and mascaras, any brand is good for lip gloss, and Physician's Formula and Jane are good for blushes.
